Folks, very new to the EE process. Most recent draw cutoff was 75 points but there are still folks with higher scores in the pool. Does that mean candidates are picked based on time in the pool? A CRS100 could be picked over a CRS300 if the CRS100 has been in longer?

How do PPMDs make sure when you are replacing an incumbent, you don't get handed down a broken system ? What sort of knowledge transfer and contractual framework do you get the client to agree to and how do you negotiate on that? My sibling (from India) applied for Canadian Visa for study permit (2 years) and it was rejected stating the reason "the IRCC agent was not satisfied that the applicant would leave Canada at the end of their stay.
The intake was in Jan 2023.
