Not sure if this has been asked before but what are your billable expectations, what year are you, and what size firm are you at?

I have been lurking on fishbowl for a bit and it seems that my billable expectations at my small firm are too high (1850). I don’t hit them but neither does anyone else including senior associates / partners. I hold an offer of 18LPA from KPMG with joining date of 7th September. (Wfh)
I applied at Workday on 15th May and went through 7 technical rounds of interview and received a verbal offer letter of 21LPA (hybrid)
Now apparently their technical panel "forgot" about the interview and wants to have a discussion again as 8th technical interview. HR says their joining date will be 19th September.

I work for a late stage(ipo) start up, earlier this year we were acquired & since then they got rid of our yearly bonuses and gave us an ESOP grant.
2 RIFs later we are almost bare bones. Since we are coming up on our usual yearly evaluations many of us assumed (with multiple conversation from our managers) that pay raises and promotions were due.
In a recent All hands we found out that this year there will be no pay raises nor promotions based off merit. Is it time to jump ship?
