Hi, Need URGENT HELP!

Recently, I have done IJP within Citi. Currently I am at C10 with total Years of Experience 5.5.
Out of which, I have spent around 3.5 years in citi.

I've been offered 20% hike on my current ASR. Is it wise considering my total and current citi years of experience? Am I getting lowballed?
Is there any chance of negotiation?

New ASR: Around 26.5L

IJP is open for everyone. If people think that they are capable to become C11. They should give interview, crack it and prove themselves. I was also not getting the promotion in my current project.
I have seen people with 3+ yoe are seating at C11.
So, better we don't lowball ourselves.
