I have 13+ years of experience, with a current CTC of 57L I received an offer from a startup with 67L fixed + 20L VP

I completed Walmart’s process for Principal Engineer but they later moved me to Staff Engineer HR collected my documents a week ago but hasn’t discussed salary expectations, saying approval is still pending.

Is this a normal delay, or is HR ghosting me? Has anyone faced a similar situation?

I have cleared all the interviews for Walmart and salary negotiations are also done. A month ago the recruiter said that they are waiting on some approvals and once it is done we will be issuing the offer letter but I haven't heard back any other update since then. Am I getting rejected or is it normal to be on hold without any update for a month at this stage?
