That is just specifying what they will be working on but because everyone should be on the same page then yes, you can definitely work on it also.
I check in with the secondary service providers regularly. If they have a goal I can easily address during reading, say, I address it. I do not track for their goals unless I am specifically included for that.
Great question. I’m my district each discipline writes their own goal and does their own progress monitoring. We do overlap at times, but we’re still responsible for collecting our own data. The need for the said goal (OT, Spech, Social Work, etc) should be represented in the PLAAPF.

In the IEP meeting you can mention progress in any area.
The ARD paperwork usually specifies that the OT(etc) and sped teacher are both responsible for it. I’ve never seen a goal where the teacher of record isn’t responsible for practicing and taking data, except for maybe a transition goal fulfilled at worksite away from the teacher.
It sounds like there might be a mistake in the ARD paperwork. I would be willing about the parent would be fine with you contributing your own data. You might ask them via email and begin doing that unless your district requires an ARD amendment to fix the error before you can submit data.
I write goals for social work that only I work on, collect data for, and monitor progress on. Similar to speech and language goals, OT/PT goals (ancillary).
Maybe it’s district to district or state to state?
