Upper NW, west of the park, like Cleveland Park through Friendship Heights and the area to the west of that. But the things you're describing are fairly antithetical to 'the city experience.'

Look at upper NW, or even the area near upper Georgetown/glover Park.
Anything around Woodley park/Chevy chase
Vienna VA. Sweet spot of good school districts to sustain value, walkable neighborhood with lots of bars, and fun town events.
I don’t think Vienna will fit for the OP’s husband if Rosslyn wasn’t city enough for him.
Logan Circle mostly fit this definition pre-Pandemic, and still does to an extent...but there's definitely a backslide in terms of crime and neighborhood blight lately. It's still quite good by DC standards, though.
Homeless camps popping up in local traffic islands and parks where I'd usually walk the dog were my 'last straw' though. Bought a house in NOVA as a result. If I didn't have a dog and could avoid the emerging shantytown issue, I'd probably still be living there.
The shootings don't really bother me. Getting caught up in that is quite improbable. The bigger issue for me is the carjackings (saw two successful and 5 attempts this year alone on 14th and 15th) and general quality of life issues on the streets.
I have been assaulted by strung out homeless in the neighborhood twice in the past couple years while otherwise minding my own business, have had a sudden increase in human waste all over my block once the tents showed up, and the folks in tents have started trashing the surrounding parks and blocks with litter despite being provided with waste bins by the city. If the city actually was effective at dealing with the issues (effectively housing those that need it, maintaining the parks and sidewalks, etc), I'd stick around. But it's clear that they aren't interested.
We ended up in au park and it is a nice mix and super easy to get everywhere
I would stick with Ballston/North Arlington because of the schools. Its city and surburban best of both worlds.
You won’t have to worry about the value of your home at all! Also close to the top private schools if you choose that route as well.
I wish I could afford a 3+ place in that area. I would buy in a heartbeat.
Capitol Hill eastern market area, although it’s not really a shopping destination per se
