3 weeks is no time at all. You probably won't have major observations and things you can act upon until at least 60 days in.
This may help you gauge when/how to approach understanding the environment before making changes

Oh thank you! Ordered
It’s important to take time up front to observe and learn before you start making changes. I’ve generally heard that it takes anywhere from a month to three months depending on the size and complexity of the organization.
The way to show progress early on is to really work to build relationships with the rest of the team and with secondary contacts (those not in your direct chain but who will be stakeholders for changes you implement once you start doing so).
Let people get to know you and seek to get to know them. Building those foundations is essential and demonstrates high EQ.
It’s an understandable reaction when we get used to being shut down so often early in our careers. In fighting to overcome that, most of us overshoot for a while. The trick is finding the balance point, where you’re assertive enough to get things moving but also nuanced enough to ask others for their opinions and to listen when you know someone has more knowledge than you.
I personally tend to overexplain when I feel like my competency or knowledge is being challenged. I’m working on that.
Sometimes you won’t “SEE” change right away - but that doesn’t mean that it’s not happening. It’s like losing weight. Make a lists of all of the things that you are working on (creating a list make the impact visible, one goal at a time). Stay the course - I share my journey on TikTok. https://www.tiktok.com/@journeyofaithfulpathways?_t=ZP-8x5Y3lpM8RL&_r=1
