VA CPA’s. How long does it take to get official license after passing the exams and submitting application?

Is it really that difficult to get hired for a federal job? I was interviewed for a GS12 job but never heard back, they still didn’t hire anyone and I didn’t get a rejection. I applied for another GS07 job, was accepted, I took it, but I believe I can do better. I have a master’s and have extra graduate research experience. Out of curiosity. How would a company view a potential candidate who has a period of unemployment to study for the CPA. I am considering to start studying for the exam but I know I would need to leave my employer in order to give 110%. I am contemplating the idea of at least passing one part while employed. Then leaving my employer to study FAR. I am considering to leave my current employer anyways, so it’s more of how my future employer would view that lapse.
