Having multiple YOE as a consultant should set you up for the jump to SC, but holding out for SC may make it slightly easier. If you are less optimistic about getting a promotion this year or next, it would probably be worth perusing the SC jump at another firm.
There are differences in the way titles are used. I would suggest that real experience and projects on your cv are more important. If you can show rapid progression then this is helpful. I would not get too hung up on titles but be ready to explain what titles mean for your existing employer keeping the explanation short and convincing.
If you’re in the US then only resume, ideally 1 page.
