How would you handle a "partner" who constantly makes decisions on behalf of the Change Management team without consulting them? It causes churn and rework and I'm at my wits end.

I’m a new grad hire (7 months) in the OCM consulting space. I’m passionate about change management and communication strategy. I've been reading, googling, and perusing anything I can get my hands on about OCM, including old OCM deliverables and our current methodology. My People Manager told me that OCM is a journey when it comes to understanding it and that a lot of that knowledge is gained through just experience. Does anyone have any tips they’ve gained in their OCM journey to share?
