There a lot of PMs out there now competing over very few jobs. It’s probably not the right time.

Speaking as someone deep in middle age with a recent pivot, I think your instincts are right that there are very transferable skills. However, they will be engaged in a different context. If you have colleagues in your agency who works on client projects particularly if they’re in account or project management, ask them for a quick chat to understand the job in their context. Or if it’s agency ops project management you’re interested in, talk so someone on that side of things. Having that understanding will help you craft the story of how well transferable & relevant your skills are and to confidently think of questions to engage interviewers in during that process as well.
If you have a supportive boss you could also talk to them about possible stretch projects where you can engage more in the “project management” of client work or any agency operations projects.
Build that resume, and do your best applying to jobs. It may be hard for a while given the market is what it is. But pivots are often incremental. As long as you feel called to it, try it. Markets always turn around eventually. Good luck
