Hard to give specific advice since everyone carries their extra weight differently and that plus overall proportions like torso length compared to leg length, etc. impacts how you will look in certain cuts/ styles. That being said, I would suggest you start by finding an outfit you feel / look your best in and analyze the features of it to find commonality in other pieces when you are shopping. If you don’t have an outfit you feel great in, try determining what your body shape is and lookup examples of how to dress that body type and use as a guide to try things on and see what works and what doesn’t
This is so true! I have a tummy (thank you C section and DR) but am more muscular. So, tummy is not the biggest issue for me. Finding clothes that don't hug my calves or sleeves that fit my upper arms
Following. I highly recommend investing in curvy pants and jeans, even if you are not plus sized. Jcrew, madewell, and abercrombie have good options!

I’ve started wearing biker shorts or any spanx type shorts with dresses. I like to wear high waist or sheath style so it doesn’t focus on the tummy area.
Look at Kibbe and generally figure out what body type you most likely are. Then google recommendations for that type.
I switched to dresses and skirts only because pants were uncomfortable with my fluctuations in weight. This wardrobe switch really helps me to feel more confident and comfortable.
