Is it mandatory to submit investment proof( Form C) while leaving LTI?
I have one more month to exit and I see they have enabled window for Clearance and Form C.

Definitely don’t resign. Do you have documentation of that “outstanding yes all around”? If not, you don’t have much of a case. Gotta think like the HR people that are handling it according to the lay of the law.
No paper trail, I figured as much, I’m not going to challenge the denial of remote but being told I need to resign shocked me. Wondering how I can play this strategically
The city limits thing is interesting. I normally see that with municipal services (teachers firefighters etc) or companies with large govt contracts.
Was there anything in your hire paperwork/contract and living in the city?
If it's not there I wouldn't be interested in tendering a resignation until I found a new job. I would start looking asap though.
They've already decided for you that you can't keep the job, so the issue at hand is your ability to draw unemployment compensation.
You generally can't if you quit but generally can if you are terminated.
However, I believe that by requiring you to live within the city limits they have substantially changed your job, which has caused you to quit, thus triggering one of the exceptions to receiving UE compensation if you quit. So I would first consult an employment attorney to see whether quitting would be detrimental.
Secondly, I'd start looking for another position. From their initial response to your WFH request, I assume you're valued in your job and that it would be a loss if you were to leave immediately. If such is the case, I'd let your manager know you're looking. Chances are they won't fire you. Instead, he/she might step up and fight corporate for you.
