Agreed, however subs are cheaper for the district if a certified teacher is not available. Much lower daily rate and no benefits provided. My son (right out if college) subs and had a job offer outside teaching equal to year 8 Bachelors which. He figured out that is roughly just over double what he makes as a sub…which also shows several things wrong about our system.

It can be nuanced depending on the sub rate but overall I think the stability of regular teacher contracts helps more for budgeting purposes.

Generally, yes.
In my district certified teachers are paid an hourly rate to sub for another class that is higher than the daily sub rate, so it's definitely better for the district to find subs if possible.
Just one example, but I think it's pretty typical.
We also pay a higher daily rate for subs with a teaching license than those without one, but it's still cheaper than paying full-time faculty to sub.
