Too old?! Never! Time is a social construct. Go get that tat and post a pic so we can all gush over it when you do!
Decide what you want and then keep it in your mind for a few months. If you still want it, go for it! Tattoos are becoming much more normalized, I don’t in any way think you’re too old and you presumably have the resources now to go to a much better artist than you would have as a younger person.
We’re in a creative industry and I believe tattoos can be another vehicle to express that creativity.

You probably did this, but maybe make sure that the scar tissue you are trying to cover can absorb color uniformly so it’ll look the way you want it to.
Never too old! I would just consult a tattoo artist about the best placement. As you age, unfortunately so does your skin. Lower arm I would think is still one of the better spots to get tattooed, but some artists are more skilled/comfortable tattooing “older” skin. It all depends on the placement and complexity
