You can be honest without being harsh. I might say something like this: “The role taught me a lot, but I’m ready to step into a position with clearer expectations and a more supportive, process-driven culture.” That shows growth and keeps it classy.
Honestly, I like how you framed it. I agree, it's never a good idea to badmouth your former employer, even if it's true. Future employers won't give you a lot of grace when it comes to thinking that you might become somebody who will badmouth them eventually. I know it seems unfair, especially because we've all dealt with toxic workplace, but that's just how it is. I think you should stick with what you said, about seeking a better opportunity with structure and reliability. That's diplomatic but also showcases the issues you are running into.
That sounds like a job you should be leaving, and in a just world there would be nothing wrong with tossing them under the bus. But the problem, of course, is that criticism of employers tends to make us look like complainers or disgruntled characters, even if it's entirely legit and deserved. It's best to look to the future, and you might even weave in the company you're interviewing with. Say something about how you're attracted to their company culture, or their reputation for reliability. Can never hurt to make it sound like you'd fit in at their organization.
