I think it's only unfair if they use it to harm you and benefit themselves. But if your a manager is comparing you fairly and understands the scope of your work, I don't think it's going to be a problem. You can always express your concern to your manager and ask how you'll be evaluated compared to the senior.

Yeah, that sounds super frustrating and honestly kind of off-base from what I've seen in a lot of places. You're on a small team, getting trained by the senior technical writer, she delegates a ton of your work to you (which is awesome for learning and building skills!), and then the manager straight-up compares your performance head-to-head against hers? That feels inherently unfair because of the power dynamic and the fact that she's literally controlling what ends up on your plate.
It may depend on what state you are in, but in the ones I've worked in you can add to your employee record / profile. You can type up an office hard copy and ask it be submitted. That way there is a record in case HR doesn't eval it correctly. I know in CA you can request to see you employee record once a year. That way you can see what is submitted and if someone has added to your record (like a writer up) and you were not notified.
