I would ask that he submit the counter offer or to be reassign to another rep that would honor your request. Sounds like he is trying to make money off you taken a lower deal.
Always counter offer not sure why they are discouraging you to do so
I’m not sure exactly the title you’re talking about but the offered salary must fall within a minimum and midpoint range and in most cases, they offer somewhere in the middle of minimum and midpoint for someone new to the company. Rarely do they bring a new person on at the midpoint amount - this is what a previous director at the company told me. You are new, you are going to have to prove yourself to the hiring manager.

So what did you end up at? You stated in your org post the recruiter told you they wouldn’t match your current salary and now they did? I don’t know the level of your title so I’m sorry I can’t offer more insight.
A CM job with you experience should be at 115k so I would counter at 112. The recruiter should not know how much you make now. If you take the pay cut you might as well have asked your current employer for a raise to $115k for a promotion.
