Sounds like they gave you an answer. Silence can be louder than any verbal response.
All jokes aside it couldn't hurt if it's been a bit. Maybe tell them that you have another offer and would like to receive their response shortly. They're probably working through the proper channels
Depends how long it’s been. Generally, even if the answer is no you should hear back pretty quickly. However, if you don’t hear back in a timely fashion it sounds like they don’t really value or want you so I would keep looking.
I guess I’m just being impatient / anxious. I countered on Friday and they told me that the head HR person was on vacation and that they’d follow up today. I just want to follow up and see if they were able to speak to the hr person etc and get their thoughts but I don’t know how that would look if I do so

So technically (covered in REG) your original offer isn't valid anymore since you countered. But will actually happen is they say yes/no and then you can go with the original offer. Relax. Make yourself a drink and be excited. I know it's stressful but nerves can really hurt you. My firm met my base salary request which I felt was high but didn't give me a signing bonus. I was so nervous I just took it but I've always regretted not negotiating. Value yourself and know the offer is coming whether they say yes or no on the higher amount

Update : I heard the day they told me and I got the offer! Went through the negotiation stage etc now I just have to give my notice!
