I’ve received an offer from Accenture, but it’s even lower than my current salary. The HR mentioned that as per their process, I first need to accept the current offer, and only then they’ll release a revised one based on my counteroffer.

But you said it’s less than your current salary itself, not less than any other offer at hand. In that case you should never accept because then you are accepting a pay cut. In case the offer is more than current salary and less than any other offer then yes they will ask you to accept it first.
