Showing initiative is a leadership quality.
Able to have the whole picture of the process and implement and cover the responsibilities of a lacking or absentee supervisor is taking a leadership role.
Show the funny guy you mean business. Tell him you're willing to push him under the bus if you don't get promoted (-_-), that you could have had his job if you do wanted ...see where that aggressive leadership quality gets you
..if you don't know or can't see maybe you're not the right fit for that position within that company...
Honestly I would look for another job where you are appreciated. But if you want to try, read the description of the role you’re going for. Also always take initiative and never wait to be told what to do. But honestly, your boss sounds like mine. They would just say “I’m not ready” for a leadership position and when I finally confronted her why she was hiring 20 year old kids with zero experience for leadership, she finally told me I will never promote you due to your disability!!! I have anxiety and was totally capable. They ended up firing me and it’s so hard to find another job. I have also filed with the EEOC but that takes forever.
