This is classic quid pro quo harassment, and you are a third-party victim of it, because you are negatively impacted by his sexual favoritism toward a coworker.
Report it to the Board.
The company is a family owned, its basically a dictatorship. Whatever the CEO says in what goes. Everyone in power or higher up knows and does nothing about it. There is no board of directors, Sadly.

Dear Team Lead - This is absolutely creepy! This is predatory behavior! Does HR know about this? What about his wife? I would probably be looking for a different job! Have you tried speaking with the young girl about her job responsibilities? I would also consider sharing this information with higher ups or his wife - because you are probably not the only one who is uncomfortable with this conduct.
HR knows, CFO, the President, GM. Everyone important or higher up already knows and his wife. The girl knows what she's doing is wrong but she doesn't care because it gets her out of doing her job. I have been searching for a different job for almost a year now its just hard in this market/location.
