Hmm. Is it a puppy so not fully vaxxed yet? Or could it be a reactive dog that they want to slowly get used to the sounds and proximity of other dogs? Not ideal- but I suspect there’s a logic to it.
For reference I am a dog mom to one friendly dog and one reactive dog and a total unhinged Karen to anyone who dares put their medium or large dog into the small dog section at my local dog park.
My dog has an autoimmune disorder and can’t be vaccinated and can’t be around other dogs but she’s still a big girl with a lot of energy (black lab mix). So I can’t take her to a dog park but I’ll still take her out to areas where she can still play and get the exercise she needs. Maybe it’s a similar situation to this. I do always keep her leashed and close by in case other dogs approach and try to play.

My advice would be to “be and let be”. If they aren’t bothering you assume they have good reasons.

Perhaps you could kindly ask? With a friendly reminder about park regulations and leash laws if those are applicable where you are.

I did this for a while until I started avoiding public parks completely. We would stay outside doing walks or sitting under a giant tree and I would read while he people watched or people came to say hello to help. He was always on a leash but stays close to me.
Why? There were always badly behaved or aggressive dogs in the official park. Also, it’s so easy for young dogs to pick up things from sharing the water fountains etc in the park. Call me crazy .,.
