I assumed Cadillac/GM would supply power unit but announcements are very vague on this, and an ESPN article says the GM President said theyve got a signed agreement with a PU supplier…
I would love to see a true Cadillac F1 engine, but I don't think GM has the stomach for that kind of long term investment. Honda took over 5 years to get a decent power system together and they had semi-recent experience in F1. Cadillac would be starting from zero. It would take them 3-5 years just to have an engine they could put into a car and test that would be on par from a power delivery perspective, saying nothing about reliability.
I think it's all for naught though, I don't think the F1 team bosses are negotiating in good faith, I believe their intent is to say no, no matter what Andretti comes up with. They are going to string him along until it completely sours the relationship and turns other potential teams off F1.

Prediction: They will come in. They will do a half assed job. They will fail. They will quit in 3-5 years.

I think what's interesting is where they would set up. They'd have to go be based in England just for the talent pool and the proximity to races. An American team sounds great, but I think it'd be American in name only.
