Reliable is not relevant. Retail electric providers sell electricity, but do not deliver it. CenterPoint delivers to everyone in the Houston area. Only CenterPoint is responsible for reliability.
Cost depends on your personal situation. How much do you use, when do you use it, do you want a fixed rate, if so, for how long, etc. you need to go powertochoose.org and compare. It is VERY tricky. All kind of gotcha’s on the rates, though they seem to have weeded out the crazy rates where you got a big discount at say 2,000 kWh, so you paid a way higher amount for 1,999 kWh than for 2,000.
If you are asking about the point that retail electric providers don’t handle infrastructure maintenance etc, here is something from the AEP website. AEP is the equivalent of CenterPoint in other areas of the state.
AEP Texas, a unit of American Electric Power, delivers electricity to over one million electric meters, serving homes, businesses and industries in south and west Texas. AEP Texas provides regulated energy delivery service to consumers, regardless of which Retail Electric Provider (REP) they choose. The region headquarters is in Corpus Christi.
You have to calculate it. Pull your usage history from your current provider and, using the Electricity Facts Label (EFL) from websites like choosetexaspower.org, plug in the offered kW rate + any add-ons and recalculate what your monthly costs would have cost with new rates. It can take a bit of time but is worth it.

I signed up for octopus. They were the lowest once I volunteered for the smart meter (which I bought for $40 after center point discount). 9.5c/kwh. Still a far cry from my 6.5c with Rhythm currently
