I would think so. Good luck trying to negotiate for more than what's listed when the government is laying people off left and right in the name of money saving. I do agree with you though, that's a laughably low salary for LA.
Government jobs are salaried but negotiable within a range depending on which grade you qualify for. They also come with locality pay which is in addition to your salary. In DC, locality is over 33% of your salary.
Generally speaking, government agencies have a fixed budget for salaries so your odds of being able to negotiate the salary is slim to none. If the salary range posted is too low, then don't bother applying for the job.
