Why are HRs getting so proactive towards year end for employees RTO, when it’s mostly IT shutdown everywhere . Even clients are not there what will the employees do ? Spring cleaning in offices ???!!!

Finished my last round of interviewing at the end of June for sg2. The last time I heard from HR was the first week of July. Followed up again the second week with not a peep. Should I do so again?
