Let them know you are very interested in the opportunity, but you haven’t informed your company/current manager. You’d be happy to provide references to previous managers or peers. Has anyone gotten to a point where the recruiter refuses to move forward without a current manager reference? That would be a huge red flag, and I’d move on.

I’m surprised they’re asking that early. I agree with the other comments. It’s best to communicate to them that you have other reliable reference right now but are not comfortable getting it from your current manager.
There is nothing wrong with you being upfront with the recruiter letting him/her know you do not want your current employer contacted. Recruiters are very familiar with speaking with the current employer only after you have accepted the offer. Note: The offer can be contingent on the results of your current employer's feedback. At least you will not have to be concerned with the contact until you have accepted the new position.
