I haven’t tried the powder ones but I use the Coppertone roll-on one and the Sun Bum stick on my very pale toddler who lives in the desert and both work great and are easy to apply.
I use a cheap makeup brush and regular kids sunscreen. I also have the solar buddy roller thing which helps when they are a little older and want to do it themselves (which i still check and do more).

The problem with powder sunscreens is that to apply the recommended amount, which is how you get the protection stated, you have to apply way more than you think. Recommend Charlotte Parler on Instagram, I think she has a video on this.
We use it for easy touch ups during the day, but we use a mineral based liquid or stick as the base layer before heading out.
