Few points that I can think of (as per personal experience):
1 - it would be difficult to calculate the rent and maintenance for each one of them.
2 - Those two people sharing a single room will use common areas like living room, kitchen, balcony, paying only the cost of one person.
3 - Contribution for cook, maid will be difficult to calculate. People having single occupancy will always end up paying more.
4 - Common electronics and kitchen utensils will be used by two people, by only paying cost of one. Obviously both people sharing single room will seat on sofa, watch TV, use washing machine, use fridge, drink water from purifier.
5 - more people = more noise. Most of the people do not prefer such chaos.
6 - Most importantly, people don't want to feel like living in a PG. Most of the people nowadays take privacy seriously. Having only 1-2 faces in a house is much better than seeing half-dozen faces all day.
