Many job boards allow you to browse without requiring you to provide all your information upfront. I would start there.

Reach out to your network. Networking is the best way to get your next role. Also, it's easier to get a job while you have one. He needs to kick his search into high gear.

You can browse LinkedIn jobs without receiving any outreach. At the same time though, there’s a difference between keeping an eye out for jobs and doing the entire job search for someone. You don’t want to fall into the latter. If he can’t find his own job how are you going to be sure he’ll show up for said job?
