Do recruiters or hiring managers choose candidates with certs such as CPCU or even AU or AINS over those that don’t have it? I’m wondering how much weight they have in job market especially for jobs that don’t specify that a certification is needed.

Depends on the position, but if the job isn’t specifying, then I don’t think it’ll hold that much importance. The biggest thing that helped me when I was coming in with zero experience was having my state's insurance requirements sorted, but companies help with that, too.
