During negotiation with counter offer do I need to give another company offer letter to negotiating company HR?

My BRO has an offer from ATOS as a fresher. they've mentioned in the offer letter that there'll be training period of 24 months(reframed version of bond) and also they've mentioned that there'll be penalty of 70k if he wants to leave before this period. Is it compulsory to pay this penalty? Or is there any way we can avoid this, he wants to leave in case he gets a good job offer from other company. Current CTC is only 3.0 LPA and joining location is very far from home.

I have only few more weeks to my LWD. I attended interview for 5 companies all cleared, but only 1 offer in hand, which I am not satisfied with. Others never came back with salary negotiation/confirmation. They just ask the expected CTC and never get back with update. It's a painful wait and demotivating. Do they come back or am I just waiting for nothing? My expectation is not out of the box too. Please suggest?

Hello fishes, company A offered me a role and based on that i resigned. Now i have got a better offer from a product based company and I'm planning to join it. When is it good time to inform company A that i won't be joining them. 15 days NP left. I currently have only these two offers in hand. Thanks for the reply in advance.
