The kid isn’t doing anything. I say that in two ways. From a behavior/discipline standpoint, nothing said here specifically warrants expulsion in a public school setting - no weapons on campus, no violence, no pattern of rule breaking, etc. On the other hand, he isn’t doing anything academically either, but again, academic disengagement is not an expellable offense.
I run an alternative education program. My students, for a variety of circumstances, did not find success in a traditional classroom and wind up on my roster for credit recovery. I have the transients and foster care kids, those with anxiety issues, the troublemakers, and yes, those whose only fault is academic disengagement, often because “foundational learning” like math and reading skills didn’t happen in grades 2-6 and they were passed along. My program is virtual. My classroom is self-contained with no transitions and fewer distractions. Their individual plan is self-paced and students set their own graduation timeline for 3, 4, 5, and even 6 years of high school. While I too see these same kids and have success, I also have those kids like you that refuse to engage in the opportunity provided and are essentially treading water until their 18th birthday when they can drop.
So I agree what is happening isn’t working for your student or for you. Instead of kicking them out, your question should be about what non-traditional or alternative options might be available in your area or that you can build or arrange within your school to get the student moving forward, all the while understanding that all you can do is lead a horse to water.
