I started taking mine out from 8 weeks but the vet later told me that it should be from 16 weeks. The risk is that they don’t have all their shots until 16 weeks and could pick up something from other dogs even by playing in the area where other dogs were. Mine was fine and didn’t pick up anything though ...other than tons of canine and human friends

No. You are going to need pee pads until he’s had all his shots (somewhere around 12-16 weeks). Find a trusted vet and ask about the vaccine schedule.
Don’t risk the investment for a few weeks of convenience (I live in a condo with a 18 week old puppy)
^^^ parvo is real and scary, and NYC streets are gross. Even if you wipe paws the bacteria/viruses could persist.
I live in a Brooklyn high rise too near Fort Greene / downtown BK and there are dogs everywhere.
Should be fine, just don’t let him around poop or meet unvaxxed dogs
