When you receive the ‘all clear’ from HR/Global Security… is the 1 month notice period built into your current contract with your employer?… typically most employment is ‘at will’… so either you or the employer can sever the employment agreement at any time for any reason, unless state law supersedes that…
This is the normal way.
Ask them to hustle on the HR clearance and you’ll be happy to start 30 days from then.
Do not resign until you are cleared by the new company. As long as they are aware of your notice period you are fine. I gave 30 days notice in the past, they had me leave same day, I started at the new company the day my new manager wanted and was still getting paid by the previous company. Never resign until all background is complete and you’re “officially” hired.

I’d wait until the background check is cleared before resigning. Once that’s done, you can let them know your notice period means you may need a slightly later start date. Most employers understand that you can’t resign before everything is finalized.
Pro
You need an overlap. Definitely try to be employed by both for a hot minute if you can. Trust me you'd rather be dealing with that than having no job.
