My LWD was 16th Sep. I got my initial release letter on 16th sep. I am yet to get my final settlement? When can I expect it from TCS ?

Haven't initiated background check or anything yet just accepted a week ago
But I got better offer now
Will I be ever eligible for tcs if I don't join after accepting
