I wouldn't stress about it, if you can't legally hire these people, then what else could you do? Shrug it off and move on

Are we talking like OFAC violation countries? Or just places your company specifically has a policy of not supporting?
The former I’d think are likely scams (e.g. anyone applying from Russia). The latter, as someone else suggested, you could address in the job post.
Can you indicate on the job application that you're only hiring from X, Y, and Z countries? They may not realize that there are limitations to where your company can legally hire or sponsor. I don't blame anybody for trying to move to other countries or advanced their careers. I've done similarly with other countries, albeit unsuccessfully. If you indicate on the job posting that you were only looking for people from a certain region, that would prevent people from wasting their time or getting their feelings hurt when they get rejected because of where they are applying from.
It’s been a super common complaint for a while (check out the recruiting subreddit for a ton of posts). For IT positions, especially, companies are receiving 2-300 applications from India within the first hour.
I suspect there’s a ton of people using automated tools to apply to positions that vaguely match relevant keywords - leading to the flood of resumes you’re seeing.
If you can't legally hire them, that's it, no need to feel bad about it. It's not your decision. It would be best to indicate in job postings that you can only accept candidates from specific regions. No matter what, you'll probably still get bombarded by people (or syndicates) spam applying. Supposedly there are criminal organizations constantly applying for remote jobs as they hope to infiltrate company systems by getting someone hired and gaining that much access and trying from that perch to crack into secure systems. What a world.

dont feel guilty, in most job applications that I've completed myself, I've always had to confirm that I was legally allowed to work in the listed location
