Definitely not - that sounds like a very disingenuous way of getting a referral in my opinion. I completely empathize, as I know the market is not good right now - but this is not the way.
You should explore fractional roles, consulting, part time work or networking to help get you engaged and out there, without paying someone to falsify a referral.
When I did hiring, we changed policies internally for referral bonuses because people were taking actions like this, plus if it ever came out you paid someone for a referral - I think it would be seen as low integrity from an HR professional.
You should have a LinkedIn post "Dear Network - I never thought I'd be in this position.. but I need help, etc". I know it seems scary and hopeless - but don't stop trying, something will come a long and you won't need to compromise yourself to get it.

I would be very cautious. Paying for referrals can cross ethical and professional lines and may backfire. A stronger approach is asking for insight, feedback, or a warm introduction without money involved.

Be careful on that one, it can be risky, I personally wouldn’t but I really feel for you if that’s what you’re feeling you’re having to do.
