From what you shared, you have a strong mix of Talent Acquisition, HR operations, systems, compliance, and sales experience, which is actually a very valuable combination. The challenge may be that your resume and positioning are trying to speak to too many directions at once.
My suggestion would be to choose one primary lane for now and tailor everything around that. For example, either position yourself strongly as a Talent Acquisition Partner/Recruiter, or as an HR Coordinator/HR Generalist/People Operations Specialist. Your sales background can still be a strength, especially for stakeholder management, influencing, relationship building, and recruiting, but I would make HR/TA the main story.
I would also consider contract roles, temp-to-perm, staffing agencies, university recruiting, HR operations roles, recruiting coordinator roles, or project-based HRIS/ATS implementation work. Sometimes getting back in through a contract role is the fastest way to rebuild momentum.
Also, if you are getting interviews but not offers, it may be worth doing mock interviews with someone who will give honest feedback. Your resume is getting some traction, so the issue may be more about positioning, interview storytelling, or how your experience is being framed against the role.
Please do not take this market as a reflection of your worth. It is extremely brutal right now, and many talented HR professionals are experiencing the same thing, including myself. You do have a strong background. I would just narrow the target, tighten the story, and apply with a more focused strategy.

Thank you for your honest feedback. I am actually focused primarily on Talent Acquisition and have been applying almost exclusively to Talent Acquisition and Recruiting positions. The current job market is incredibly challenging—I have never seen anything like it. Even during COVID, I was able to secure a position relatively quickly, so this experience has been very different.
Your insights have been very helpful, and I will definitely take them into consideration. I'm going to look into mock interviews, as they may help me identify areas for improvement and strengthen my interviewing skills.
