Can she shave / does she know how? It seems odd for someone under 18 to do laser / waxing. Laser also looks terrible for a long period of time because you have to let it grow out for laser to be effective and then it looks weird after the treatments.
If it's in your budget and she wants it I'd let her get it. I got my bikini line done about that age, and it made such a positive impact on me at that point in life, one less thing to be self-conscious about. I was so happy my mom was open to it and supported me. If it's not something extreme and is realistic for your family I say definitely do this for her. This was about 20 years ago so maybe laser has changed for the better, but I also had my legs done and it doesn't completely get rid of the hair, just thins it out which still makes a big difference if you have thicker/darker hair.

Veet/Nair can very easily remove leg hair too

I started shaving my legs at 12. My mom wasn’t crazy about it but she didn’t stopped me. Didn’t do anything to other parts of my body until I was much older. I agree with the other posters, 13 is too young for laser
I think junior high is old enough, even without thick hair. (My mom wouldn’t let me and I remember feeling awful about it.)
Regular shaving (especially with an easy razor like Venus) should probably be fine, but if she wants to try waxing and it’s in your budget you could let her try and see how it goes.

I did my underarms with veet cream when I was 12 yrs old .. this was also about a couple of decades ago. I started waxing my legs during summer when I turned 14 yrs old. Im Asian and my was fully supportive. It made a huge difference in what I could wear confidently. I believe it is also about good hygiene

I have very pale skin and very dark hair. My mom let me start shaving around age 11. I’m glad she did.
