I am in that space too. Asking for growth and still feeling stuck is discouraging. Sometimes the answer is not more patience, but a different environment.
When I'm feeling this way, I put in extra effort to find learning and growth opportunities for myself. Whether that's classes to take, certifications, networking opportunities… Your job can provide some of that but you can also be looking on your own! I'm sorry you're not feeling fulfilled, I've definitely been there.
In my experience I've noticed, if you are willing to take on additional duties and responsibilities, a company is more than willing to take you up on it and more often, not with a great increase or none at all. Based on your admission of not having seen a monetary increase in 3 years, the company's financial health doesn't seem to be in a good position. I would continue to search and perhaps learn new things on your own to get where you want to be. You sound like a great employee and I'm sure there is a company out there looking for someone like you. Good luck with everything.
If you haven't gotten a raise in three years you should definitely be looking for something better. Hearing you're a top performer is nice. Having it show up in your paycheck is better.
