Hang out near water. Always. Lake, float the river, pool, etc
I leave for northern AZ as often as possible.
Though visiting the Phoenix art museum is good. It's always nice and cool there.
Otherwise, like previously mentioned..
Find water.
Inside activities, or water activities with lots of sunscreen.
I just got an auto start vehicle (start it from my keys) so you can have the air going before you get in and it has been a game changer.
Do stuff early in the mornings and late at night. And yes, lots of lakes nearby. Lake Pleasant, Canyon, Bartlett, Saguaro. Verde River and Salt River for floating. Tempe Town Lake for paddleboarding. You can also escape up to mountains in Flagstaff or Mt Lemmon is Tuscan to get temperatures at least 20 degrees cooler. San Diego is always cool it’s about 5 hours away.
I’ve actually found summers pretty easy to handle. I get up at 330a for running and cycling. Every other weekend I go to the Rim for backpacking. My GSD doesn’t do well in the heat so it gives us both a break. On weekends we stay in the valley we go to Pleasant.
I hide out in my house with the ac, fans and on really hot days, ice packs!
Salt river tubing, midnight volleyball
#1 Sunscreen and water activities
#2 Indoor events
#3 Head up north, San Diego, Rocky Point (Mexico)
Summer in Phoenix is like winter in cold places; stay inside as much as possible.
Stay hydrated

Go up north! Went to a church camp last weekend in northern AZ and will go to another one next weekend. Took 2 days of paid time off for it which they were fine with at work
