How is PDR evaluated? Is manager rating everything or it's considered based on all criteria? I am worried because my current manager is offboarding due to poor performance and she is trying to give everyone less rating between 2.0 and 3.0. How much will that influence hike, variable pay and promotion?

I have got good to great feedback from all Leads and Counterparts. Projects were closed on time with all 'A' criteria.
