I have seen this debate a lot. Instead of assuming remote workers are less productive, I think organisations should focus on outcomes and clarity of goals. Poor management systems usually cause the problem, not the location.
We've never had an issue with this. Most employees seem to realize how lucky they are to still be remote when so many have been forced back to office and conduct themselves accordingly. Are you utilizing any kind of productivity tracking software? I hate suggesting it because it seems so invasive, but it sounds like you all might benefit from it if not.
We are all adults. Nothing kills morale faster than management that shows a mistrust of wfh employees. Yes, there are some who will take advantage of it, but most will be more productive. Maybe create projects with timelines and see who does and does not meet their goals/deadlines. Then you will have your answers.
