How long do background checks and "review of eligibility" take for Canadian work permits?

I applied from the US in August 2021 and have been waiting since. Just called the IRCC number and the automated status update said that my background check is in process and they haven't even begun to review my eligibility yet. Do they review eligibility after background check is complete?
