With 15 YOE, he should be relying primarily on networking as opposed to job apps. Start setting up coffee chats.
You are doing great, sometimes it's a numbers games, the more you do the better. However, sometimes too much tailoring can backfire. Instead of heavy edits for every application, focus on a strong core resume that clearly shows impact and leadership. Also, more personal referrals and direct conversations often get better results than just applying online. What helped me was networking 100+ people on informational interviews than applying to 100+. Connection can become mentors and resources if done right.

what are your usual networking channels?
Yeah it sounds like he is doing a lot right already. At this point, I would lean even harder into networking. A lot of roles get filled through personal connections before they ever open up publicly. Direct referrals or warm intros make a huge difference in getting to interviews
My advice would be to have your husband run his base resume by an industry expert and then only lightly edit from there. It's possible that he may not look genuine if he matches the job descriptions too closely; it could look like a scam or spam. I would strongly recommend he meet with a resume advisor and then do personalized cover letters, but not change the resume too dramatically. The resume should reflect him, not the job.

unfortunately the key is to network even more. connections are even more important in this market
I agree with everyone who says to networking. It's a numbers game and those who have connections get moved to the front of the line. It increases your chance is getting an interview if not the job.
