What state are you in? Does the patient qualify for Medi-Cal (CA) or Medicaid? For those who qualify, Medi-Cal pays for In-home Support Services (IHSS) up to a specific number of hours per month.

I do not know if the VA provides a similar service. I can tell you that private/commercial insurance, regardless of plan type (HMO, PPO, etc), does not provide this level of care. They only provide benefits for medically necessary services (skilled needs) & must meet specific criteria to determine medical necessity. Based on your description, he requires custodial care; if you want to care for him at home, most likely you will need to hire private caregivers & pay out of pocket.

My suggestion is to make an appointment with a social worker at the VA; they can help you sort out his health care benefits, assist in the application for Medi-Cal/Medicaid & each state has multiple listings of private caregiver support agencies. Best of luck!!
