Manager doesn’t even respond. No idea on how to get projects, how to clock time nothing. During interview i was told client is shell.. now people manager says I didn’t take interview for you. To whom should I reach for projects?

I received an offer from IBM Bangalore. However I saw openings at my preferred location Kochi only after the interviews. I called the HR after getting their point of contact mail and I asked if it's possible to switch. They said I'm already tagged to a project and that they'll check from their end if it can be done.

Anyone knows the chances of location being changed after receiving the offer and getting tagged to a project?
