Despite 5 years of experience, I haven't received tasks for over 6 months. The senior manager, also from the same location, keeps asking for updates, but they won't release me or assign meaningful work. I’m getting job calls, but my 90-day notice is an issue. Should I resign now?, if i will get a call in the next 3 months

Hey folks, I got an offer from IBM ISL, But the offer is dated 2 months as joining date, but my notice period is 3 months. This was agreed by the hiring manager. He also offered Joining bonus if I could join in 2 months. HR said the date is tentative and they will renew the offer, so I accepted the offer. Now am running behind the HR to get the offer renewed. Can I trust their words, or will they backout from the offer after 2 months. Please help.
